CITIZEN CHARTER - MINISTRY OF DEFENCE

 

 

Introduction

 

1.         Ministry of Defence interacts mostly with the Defence Services and Inter-Services Organization and with few other Civil Organizations. Considering the Citizen Charter this Ministry has little scope to interact with the normal citizens of the country. However this does not dissolve the scope of having some responsibilities to the normal citizens. Besides the responsibilities to the under command organizations, Ministry of Defence also performs some duties towards the common citizens of the country.

 

History of the Ministry

2.         Ministry of Defence started functioning from the Old High Court Building, Dhaka soon after the independence in late December 1971. Later it was shifted to the present location Gono Bhaban Complex, Sher-E-Bangla Nagar, Dhaka in 1993.

 

3.         During restructuring the Ministries in 1982, the Ministry had 02 wings (headed by Joint Secretaries), 06 Branches (headed by Deputy Secretaries) and 21 Sections (headed by Senior Assistant Secretaries). Later 02 Sections related to the Affairs of Freedom Fighters were transferred to the Ministry of Liberation War Affairs in 2001.

Responsibilities of The Ministry

 

6.         The general responsibilities vested on Ministry of Defence are:

 

a.         Defence of Bangladesh.

 

b.         Defence Service of Bangladesh and Armed Forces attached to or operating with any of the Armed Forces of Bangladesh excluding planning, co-ordination and arrangement of mobilization of the defence services on declaration of national emergency/war and co-ordination and control of the activities of the defence services when deployed in aid of civil administration.

 

c.         Construction works of Armed Forces.

 

d.         Production of Cypher documents.

 

e.         International Red-Cross and Geneva Conventions as these affect belligerents.

 

f.          Gallantry awards and decorations in respect of forces under its control.

 

g.         Military Lands and Cantonments.

 

h.         Meteorological Observations.            

 

j.          Pardons, reprieves and respites, etc. of personnel belonging to Armed Forces.

 

k.         Matters relating to Space Research and Remote Sensing Organization (SPARRSO), National Services and Bangladesh National Cadet Corps (BNCC), Cadet Colleges and Survey of Bangladesh.

 

l.          Civil Services paid from Defence Estimates.

 

m.        Hydrographic Surveys and preparation of navigational charts (excluding Hydrographic Surveys in the inland water of Bangladesh and preparation of charts for inland navigation).

 

n.         Budget, legal, statutory matters of Armed Forces.

p.         Secretarial administration including financial matters.

q.         Administration and control of subordinate offices and organizations.

r.          Liaison with International Organizations and matters relating to treaties and agreements with other countries and world bodies relating to subjects allotted to the Ministry.

s.          All laws on subjects allotted to this Ministry.

t.          Inquires and statistics on any of the subjects allotted to this Ministry.

u.         Fees in respect of the subjects allotted to this Ministry except fees taken in courts.
